With how many times you have needed to drain a lot of water have you considered a moveable machine that has a sponge inside and drains the water as it moves somehow? It could be programmed or moved in lines and adjusted to fill out a cube like that.

With the melon and pumpkin farms I've been using the same design except observer powers a block and then theres × redstone dust connecting to the piston. No need for target blocks
